FOUND: Longish haired black dog with collar, no tag

About an hour ago I found an older, all black longish hair medium dog on Brownwood and Ormewood.  Came right up to me and my pup. She is now at my house.  I have a strong feeling she is either an escape artist or someone let her go, as she is kind of thin. 

Does anyone know who she is or where she lives? Wearing a collar but not tags.  Perfectly comfortable with my dog and on a leash.

Called in her chip with help of the EAV Animal Clinic.  Her dad's name is Kenneth Cottrell but his number is disconnected.  The back up contact was Rachel Damenkis who did not answer when we called.  Anyone know either of these people?

Zaba search had a Kenneth Cottrell at 752 Moreland Ave.
I don't have kids.  I've never figured out what they're for.
