Why does the NWS feel a need to scream at me?

Just saw a forecast that calls for a high of 68 on Thursday. Such a weird winter.

From their FAQ:

It is not because we want to scream at you! This practice goes back many, many years and relates to international requirements for message dissemination. Some of our international partners still use low-tech dissemination technology which requires the continued use of ALL CAPS. Since the U.S. is an international member of the World Meteorological Organization (WMO), we follow those guidelines that still exist for the benefit of all nations. That is why TAFs, AIREPs, Marine Forecasts, etc. are typed in ALL CAPS.

Also common practice in my field to make all notes on Construction Drawings in caps.

ACTUALLY SINCE I'M A SUCH A WEATHER FREAK I ABSOLUTELY LOVE IT WHEN THE NATIONAL WEATHER SERVICE SCREAMS WARNINGS AT ME!

In Austin, as MRice no doubt remembers, there was one TV channel that showed a weather radar loop 24/7 while an automated voice (which we named Sven) read the forecast and any alerts. It was spectacular for weather dorks like myself. That might be the thing I miss the most about Austin.

OK I'M GLAD THAT THE NWS ISN'T MAD AT ME!!  I HATE IT WHEN PEOPLE I DON'T KNOW ARE SCREAMING AT ME...
