To those that have appealed before: what type of appeal is recommended?
Board of Equalization, Arbitration, or County Hearing Officer ?
Pros/cons of each?

Still having a hell of a time finding comps. almost all the recent sales are renovated homes. even ones I know flipped were renovated prior to the sale in most cases.

Those are the only ones that you will likely find. The key will be bringing evidence that your house is NOT up to that same standard and then show that your value has been adjusted accordingly. It's not an exact science, and the appeals board and county appraiser know that.

My suggestion is taking pictures of things that separate your house from being "sale ready" and presenting that in a way that firmly differentiates your home from a recently renovated one.
