Ah... I stop by there a few times a week and have never seen this crowd.  Must be the late crowd?

I've been in during the day and the crowd isn't bad, (nighttime is another story) but they have so little on their shelves that I don't see how on earth only 5% of their sales are coming from alcohol. (which is a requirement since it is next to homes and a church)

but you are right that there are far worse places, (the casino Citgo at Fayettevile) those just don't happen to be up for a new license.

I actually just walked into that Citgo for the first time last week, since their credit card machines weren't working at the pumps. Whoah! I have never seen a gas station that let you smoke inside! Just a bunch of dudes smoking away right inside the door and playing the games, almost nothing on the shelves and a lady trying to buy 4 huge bottles of Dr. Pepper and a pack of Newports with her EBT card right in front of me. They always have the cheapest gas of the 3 stations at that corner, though.

The hilarious thing is that there is a huge sign right outside prohibiting basically everything they're doing inside (including the smoking)
Also, there's usually a guy outside at night acting as lookout. Apparently I'm not really a threat cause they never bother to hide the 40s.

Would this be the place to voice opposition to policies like the one that kept Ale Yeah from getting a license in the village?

Absolutely! The backass ordinances and the lackadaisical attitude of CofA is the reason Decatur is knocking Atlanta's d##ks in the dirt from a revenue standpoint. Just think of what POSITIVE draw Ale Yeah would have been for EAV.
